A base is a "metal oxide" which do not always dissolve in water.
Examples:
Copper Oxide
Sodium Oxide
Alkalis
.When these metal oxides dissolve in water, they form alkalis.
Examples:
Sodium oxide + water → Sodium hydroxide
*All alkalis are bases but not all bases are alkali.
